Host: Jim Willhight. Joining us Linn County Commissioner Roger Nyquist and Economic Development Director Keith Miller. We discussed The Linn County Youth Wage Grant for 2008.
Linn County announces its summer program to assist County small businesses (35 employees or less) in hiring first-time employment youth, a youth who has not previously worked for the employer.
The Board of Commissioners feel the current Oregon minimum wage of $7.95 per hour is making it difficult for Linn County small businesses to employ entry-level county youth. At this starting wage, small businesses are often not able to afford to hire entry-level youth who then don't gain valuable work experience. Last year was the second year this program was run. The County will pay Linn County small businesses that employ first-time employment youth at a rate of $2.00/hr for hours worked from May 18th through October 4th 2008. Maximum employer reimbursement per new employee is $1,000. Each youth employed has to be legal to work in the U.S., and a Linn County resident, at least 14 years of age, but not older than 19. Youth 14 through 17 must be hired with a Bureau of Labor & Industries permit.
The employer has to certify they are in compliance with all Federal and State youth labor laws. The maximum any one employer can hire at one time is three (3) qualifying youth. The maximum reimbursement per employer is $3,000. 15 companies participated in 2006 hiring 33 youth receiving a total of $18,290. In 2007, 45 companies participated employing 85 youth. These companies received a total of $44,348 in reimbursed wages.
Businesses that participated in 2007 were located in Albany, Lebanon, Sweet Home, Brownsville, Tangent, Harrisburg, Linn County farms and forest operations. Businesses can start applying May 15th. Linn County has set aside $75,000 of economic development funds for this year's program.
Commissioner Roger Nyquist spearheaded this grant program the last two summers to help teenagers find work and help small businesses afford to pay them. For further information, contact Keith L. Miller, Linn County Business Development Coordinator 541-259-5848.

Join Valley Talk Host Jim Willhight and Show Co-Host Mollie Kerins interview Jerry shipman from the Volunteer Caregivers of Albany. They are a non-profit organization that works with and for the low income senior citizens in the Albany school district who need physical assistance with such things as transportation to medical appointments, wheel chair ramps, grab bars, etc.
We will discuss the April 4th showing by OPB and AARP of a documentary program titled "Caring for your Parents", exploring such complex issues as keeping your parents at home, the tension between siblings, finances, death and ultimately, love
There will be a similar program presented by AARP and The Volunteer Caregivers on May 4th. at Good Shepherd Lutheran Church on 34th and Columbus Sts. in Albany. This program will begin at 12:30 PM in the fellowship hall. There will be table manned by the parish nurses as well. AARP will have hand-out material for all who attend. "NEWLY FORMED WILLAMETTE VALLEY COMMUNITY ORCHESTRA
TO OFFER INAUGURAL CONCERT"
"Nature abhors a vacuum" as the saying goes. It seems that there is a great deal of truth in that oft repeated quote credited to Aristotle. Right here in the Willamette Valley, the truth of this statement is being borne out by the recent formation of a new community-based symphony orchestra - the Willamette Valley Community Orchestra (WVCO). The speed with which this new ensemble took shape is nearly breathtaking. In the course of a couple of months, it has traveled from a brief thought in a collegial conversation to an actual symphony orchestra that is about to have its first performances!
Sponsored by both the OSU Music Department and Linn-Benton Community College's Arts & Communication Division, the WVCO has an official roster of 44 instrumentalists representing Albany, Corvallis, Lebanon, Sweet Home, Scio, Junction City, and Eugene. Many of these players have performed with the Eugene Symphony, Oregon Mozart Players, Corvallis-OSU Symphony, Newport Symphony, and other regional orchestras.
As a result of this tremendous interest in the organization, a player's committee has been formed and the initial paperwork has been completed to begin the process of attaining the organization's non-profit (501c3) status with both the state and federal governments.
"It isn't our intention to reinvent the New York Philharmonic nor is it our intent or in the best interest of the Willamette Valley for us to create an ensemble that reproduces exactly what the Corvallis-OSU Symphony is doing" says Sean Paul Mills, Music Director & Conductor of the WVCO. Rather, the WVCO is strongly committed to creating a multi-faceted ensemble that will provide not only the opportunity for players who "either can't afford the intense time required for participating in the Corvallis-OSU Symphony or simply don't have the experience to play in a semi-professional environment."
The role of the Willamette Valley Community Orchestra is to offer opportunities for local performers to "appear as soloists with the orchestra, participate in pre-concert discussions about what the music and the musical experience means to them, develop community outreach and educational programs, and to become an integral part of the Willamette Valley."
With that in mind, one of the WVCO's principal goals is to make concerts affordable and easy to attend. "We are structuring our ticket prices so that not only will the WVCO be able to pay its expenses but also so that families with young children will be able to attend as will individuals and families on fixed or limited incomes. We don't want to turn away anyone that wants to participate in a concert experience."
Unlike most Classical music performances, Mills prefers more intimate and relaxed settings for making music. While in Arizona, he created the Music at Red Rocks Concert Series at The Church of the Red Rocks where audiences could sit so close to the guest performers (including groups such as the Alley Cats, Chicago Brass, El Mariachi Tapatio, and Luther College's Nordic Choir) that they could "see the color of the performer's eyes. I hope that we can do the same thing with our audiences in Albany and Corvallis. It is so amazing for a young child or first-time concert attendee to sit near the orchestra and let the moment surround you and draw you in. Music is a participatory art, not some static event where you sit rigidly for the duration and then leave. I want our audiences to enjoy the experience . . . move to the music if they are so inclined, tap their feet, applaud in-between movements, whatever."
With that in mind, the WVCO is offering pre-concert discussions with its music director, musicians, soloists, and other invited guests. These informal discussion are being called "What the Music means to Me", will occur 30 minutes before each WVCO performance, and will provide an opportunity for the audience to interact with the performers and to learn more about the music that they will be hearing performed on the concert.
"It is absolutely thrilling, and nearly overwhelming, to see what a wonderful opportunity this orchestra is for so many Willamette Valley residents. I am nearly speechless with excitement as we get closer and closer to our first performances on March 22 and 23" says Mills. "We have a fine, community-based orchestra filled with absolutely delightful people . . . I only hope that the word will get out and we will see families, couples, and music enthusiasts of all kinds at our performances."

About Valley Talk
Valley Talk went on the air when KGAL Resigned on at AM 1580 in 1995. KGAL goes back to 1950 at a lower dial position setting on 920 AM until the call letters were changed in the late 1980's to KGAL's sister station KSHO. KGAL-FM existed at 102.3 in early/mid '90's. Valley Talk originally aired from 8:30 am to 9:00 Monday - Friday. Host Dick Manning launched the show and did the daily live and local talk show duties until shifting to part time in 2003 due to health reasons. Dick remained on the air sharing the host duties with Jim Willhight until his death in July of 2003. In 2003 the show expanded to 1 full hour and moved to 11 to Noon, Monday- Thursday still originating live from our Valley Talk Studio in the Flinn Building in Downtown Albany.
On Dick Manning's passing in July 2003 Radio Ray and Jim Willhight split the Valley Talk live hosting duties. In July of 2004 Valley Talk began Podcasting, archiving shows in the mp3 format for free download on the internet.

Special: Extreme Makeover Home Improvement Valley Talk
- Host Radio Ray Pietz was joined by Benton County Commissioner Jay Dixon to discuss the Extreme Makeover Home Improvement Edition Byers Family Project in the Lewisburg (Corvallis) Area. Commissioner Dixon noted the project had a Code name 503, for 3rd episode, 5th season. According to Commissioner Dixon the program will air the later part of September or the first part of October of the Fall 2007 TV Season.
Commissioner Dixon discuss the preliminary process (prior to approval) that involved a large on site (the Byers home) meeting with Extreme Makeover Home Improvement Edition Co-Producer Conrad Rickets and various Benton County Officials including the Sheriff Diana Simpson, officials from Sanitation, Public Works and Building Departments and the County Commissioners.
This project was a benefit for the Rob and Rachel Byers family whose eight-year-old child Jenessa, known as Boey, has a rare form of childhood cancer. [Mp3 File audio archive]
